Los Angeles, CA – California is one step closer to allow its local governments to declare financial freedom from Wall Street banks. AB 857, authored by Assemblymember Miguel Santiago (D-Los Angeles) and Assemblymember David Chiu (D-San Francisco) passed the Senate Committee on Banking & Finance this morning on a 4 to 3 vote.
“The bottomless war chests and lobbying efforts of big banks have proven useless against the grassroots power behind this measure,” said Assemblymember Miguel Santiago. “We are long overdue for a banking option that works for the public good instead of billionaire investors who show no interest in building up our communities.”
“In California, we are putting the needs of our own communities over the profits of Wall Street investors,” said Assemblymember David Chiu (D-San Francisco). “Thank you to our Senate colleagues for moving this policy forward to ensure the public’s money is used for the public good.”
"We’re on the cusp of transforming a financial system that has caused widespread devastation while benefiting the private interests of a few,” added Trinity Tran, founding member of the California Public Banking Alliance. “We thank California legislators for working with our statewide coalition to build a solution that will maximize the impact of profits in our local communities instead of maximizing profit for out-of-state megabanks."
AB 857 would not mandate the creation of a state bank. AB 857 also does not mandate how local governments must spend their resources. Instead, it opens the door for municipalities across the state to responsibly explore a public banking option with transparency and oversight.
The bill has earned significant endorsements in the recent weeks and months, including Congressman Ro Khanna (CA-17), the California Democratic Party, the County of Santa Cruz, and Our Revolution’s national organization. The bill also has a strong coalition of support in the California Legislature, including:
